Hire in Turkey without a local company

An Employer of Record (EOR) in Turkey employs people on your behalf under Turkish Labor Law No. 4857. Gini Talent is the legal employer. Your company manages day-to-day work. Payroll, SGK social security, tax withholding and employment administration sit with the EOR.

The three-party model

You contract with Gini Talent. Gini Talent employs the person in Turkey. The person works in your team. Responsibilities are written down before anyone starts. A start date or work-permit timeline is confirmed case by case — not promised on this page.

What is included

  • Locally compliant employment contracts
  • SGK registration and monthly contributions
  • Payroll, income tax and stamp tax withholding
  • Onboarding and compliant offboarding
  • Work-permit support when a foreign national needs authorization
  • Reporting back to head office on an agreed cycle

Speed and pricing (guide, not a quote)

For standard hires, onboarding through Turkey EOR is typically measured in business days once documents are ready — Gini publishes an average of about 3–4 business days for standard cases. Entity setup often takes 3–6 months. Turkey EOR pricing starts from the published Gini rate for Turkey (see the Turkey EOR pricing guide). Your proposal shows salary, employer charges and the service fee separately.

When EOR fits

EOR is usually the right first step when you do not have a Turkish company and you need one or a small team employed compliantly. If you already have candidates, employment can start through EOR. If you still need people, recruitment is a separate decision — see resources.

Questions companies ask

Can I employ workers in Turkey without setting up a local company?

Yes. An Employer of Record allows international companies to employ workers in Turkey without establishing their own Turkish legal entity. Gini Talent acts as the legal employer, while your company manages day-to-day work. Local contracts, payroll, SGK contributions and employment administration sit with the EOR.

What does Turkey EOR include?

Typically: a locally compliant employment contract under Labor Law No. 4857, SGK registration and contributions, payroll with income tax and stamp tax withholding, onboarding and offboarding, and reporting to head office. Work-permit support applies when a foreign national needs authorization. Exact scope is confirmed in the proposal.

How fast is onboarding for a standard Turkey EOR hire?

For standard hires, once documents are ready, onboarding is typically measured in business days. Gini publishes an average of about 3–4 business days for standard Turkey cases. Visa or work-permit cases follow a separate timeline and are not promised as a fixed number of days on this site.

How is Turkey EOR priced?

Pricing is a monthly fee per employee on top of salary and statutory employer charges. Gini publishes Turkey EOR rates on its Turkey EOR guide. Your proposal shows salary, employer charges and the service fee separately — this site does not replace that quote.
